Using a 100-point scale, the Municipal Equality Index for 2017 ranked Parkersburg at 20 points, DEAD LAST behind Huntington at 95, Charleston at 67, Wheeling at 63, Charles Town at 50, Lewisburg at 49 and Morgantown at 48. The national average on the MEI is 57 points and our state average is 50.
